Wilburn, P.E., Principal
Mr.
Wilburn is a Principal in Hemisphere Advisors. He is also a Senior
Project Manager and Operations Manager for the Cleveland office
of Hull & Associates, Inc. Mr. Wilburn is a Managing Partner
and serves on the Board of Directors for Hull & Associates,
Inc. Mr. Wilburn received his bachelor of science degree in civil
engineering with emphasis in geotechnical engineering from The Ohio
State University.
Mr.
Wilburn brings to Hemisphere significant experience with Ohio's
Voluntary Action Program in addition to technical knowledge on environmental
engineering-related projects. In addition, he has experience with
both state and federally driven projects and has a complete understanding
of other regulatory programs (e.g., RCRA, Superfund, BUSTR, VAP,
etc.). Specifically his area of expertise includes brownfield redevelopment,
due diligence assessments and acquisitions, soil and groundwater
remedial design, geotechnical engineering, liability analysis, and
regulatory compliance.
Mr.
Wilburn has managed several high-profile brownfield redevelopment
projects in the northern Ohio area involving a multitude of environmental
and development challenges. He has properly assessed environmental
issues and utilized cost-effective remedial approaches combined
with development options to allow for redevelopment.
Mr.
Wilburn is a licensed professional engineer (P.E.) in Ohio, and
is an active member of the National Society of Professional Engineers
and the Ohio Society of Professional Engineers.
