In limited circumstances,
on significant engagements, Hemisphere Advisors, Hemisphere’s brownfield consulting affiliate, partners
with property owners, municipalities and other stakeholders to
deliver critical leadership and business advice in structuring
the optimal brownfields redevelopment strategy. Hemisphere’s
expertise and unparalleled practical experience provides valuable
insight “from the trenches” in anticipating and overcoming
obstacles typically associated with brownfield transactions.
In a typical engagement, Hemisphere Advisors will serve in the
following capacities:
BROWNFIELD REDEVELOPMENT TEAM LEADER. We can act as “Team
Leader” and provide all project management and leadership
for issues related to the redevelopment of the Site. Hemisphere
Advisors will participate in all project meetings, as appropriate,
including meetings and interface with federal, state and local
regulatory agencies, technical support meetings, and public meetings,
as reasonably required. Our services include, at minimum:
• Master Plan Development. Develop a Master Redevelopment Plan for
the Site, taking into consideration all factors impacting the Site.
The Master Redevelopment Plan will, if necessary, separate the
Site into development phases and identify logical project areas
to submit for brownfield funds, as described below.
• Political Action Plan. Develop and execute a comprehensive political
strategy for executing the proposed redevelopment.
• Coordinate Site Development Activities With Other Professionals.
Coordinate and meet with consultants, engineers, attorneys, architects
and other relevant parties to address Site development issues due
to the “brownfield” characteristics of the Site.
• Coordinate Project Financing. Structure and place all levels
of government and private financing to facilitate the redevelopment.
Through the financing analysis, we will investigate the availability
of and apply for appropriate Brownfield funds from state, local
and federal sources to help achieve site redevelopment.
• Coordinate Environmental Investigation/Remediation. Advise and
coordinate all environmental consultants and contractors during
the performance of environmental investigation and remedial activities
required at the Site.
• Manage Relationships With Regulatory Authorities. Coordinate
with appropriate regulatory authorities at the local, state and
(if
necessary) federal levels regarding redevelopment matters to minimize
regulatory interference and risk for the redevelopment of the Site.
• Procure Regulatory Assurances. Coordinate the pursuit of appropriate
assurances (i.e. a Covenant Not To Sue) from federal, state and
local regulatory agencies regarding conditions at the Site, if
available and as necessary.
• Manuscript Environmental Insurance. Investigate appropriate
environmental insurance vehicles for the Site from major insurance
carriers,
including property transfer liability coverage, remediation guarantee
insurance, contractor “wrap-up policies,” and pollution
legal liability coverage, as requested by our clients. Through
Hemisphere’s deep relationships in the environmental insurance
industry, we have placed well over $100 million in environmental
insurance coverage to facilitate our transactions.
• Public/Community Relations. Assist in managing public/community
relations issues relating to the redevelopment of the Site and
communications with relevant governmental authorities and other
stakeholders, as necessary to redevelop the Site. Coordinate and
conduct all public meetings required in connection with the development.
Our involvement has
saved our clients millions of dollars in proposed environmental
consulting fees and remediation costs and enabled
the sale and lease of many previously “unmarketable” facilities.
